Heavy duty rolling garden seat
I don't know what to do with the small handle, located at the front of the cart. Is it for steering on what? It is not long enough to pull the cart to the place where I want it.

Missing parts. Horrible instructions
The instructions for assembly that come in the box are horrible. Not even pictures of each step. Parts not labeled. Missing bolts/washers. The frame doesn't have the hooks to place the basket.
